HIV-APCoP at ICAAP10! e-Common Ground - Robert Carr Community Dialogue Space

Dear HIV-APCOP members,

We are pleased to launch the e-Common Ground - an initiative which enables our members to remotely participate in the Common Ground: Robert Carr Community Dialogue, taking place at the 10th International Cogress on AIDS in Asia and the Pacific (ICAAP) in Busan, Republic of Korea. 

The Common Ground sessions will run from Saturday 27 August to Monday 29 August. We would like to invite our HIV-APCoP members to submit questions for us to relay on your behalf at the sessions. In order for us to facilitate this we require your questions be submitted to us 24 hours in advance. Questions and responses will be posted on the e-Common Ground section of our website. As always, we also welcome your comments and feedback. Be sure to include in your submission the name of the session and specific speaker, if applicable, to whom it should be addressed to.

"Meet the Leaders"

This session will be a free dialogue addressing communities’ concerns, in which the attendees will be invited to directly raise questions to and share their experiences with Christoph Benn and Michel Sidibé.

Community-driven grant making program for Young KAPs and best methods of providing technical assistance and mentorship

Youth-led initiatives present at this dialogues will be introduced to tactics and lessons learnt on resource mobilization (from HYLF experience). They will also be introduced on current opportunity for receiving funds for their project targeting YKAPs. The session then will be open for the floor to brainstorm on how to best address issue of providing technical assistance to grantees during the course of the project implementation – either through a comprehensive mentorship program, one-on-one trainings, online trainings and others. The outcomes of the discussions will feed into the development of the Peer Support Program of HYLF that will be offered to 15 selected grantees in South East Asia.

Key Affected Populations and Law Enforcement: Best practices in working with police

Policing policies and practices have profound impact on HIV/AIDS prevention, treatment and care for key affected populations (KAPS). For many sex workers, people who use drugs, MSM and  transgender people, interacting with police is part of the reality of their daily lives. Arbitrary arrest and detention, torture and illtreatment in the hands of police are a common experience among KAPS. In many countries, criminal laws and law enforcement practices, including compulsory treatment for people who use drugs, drive people away from life-saving HIV/AIDS services. In this roundtable, advocates from KAPS communities in the region share the challenges, innovative strategies and best practices they have developed in working with local police.

Unzip the Lips: Meaningful participation of key affected women and girls in national HIV responses

In this panel-led discussion, key affected populations will present their stories and realities from a women and girls’ perspective. They will share their views on how women and girls’ needs and rights are being addressed in national HIV and AIDS policies and programmes: the aim being to create a better understanding of key affected women and girls in a concentrated  epidemic setting and to inform community and donors at ICAAP of the main challenges to creating a more enabling environment for key affected women and girls with ideas on how to move forward.

“NGO-isation” The 'professionalisation' of sex worker HIV programmes.

Despite the evidence that community responses to HIV work best, he response to HIV and sex work is increasingly being led by large NGOs and INGOs. Sex worker organisations and their voices are again being marginalised. An example of this is the trend back towards compulsory or coercive HIV and STI testing of sex workers. This session will be an open discussion of this issue to start a dialogue on how the sex workers movement can challenge the trend of NGOisation and respond to issues like compulsory testing.

Money talks: Donor NGO dialogue on key affected women and girls in a concentrated epidemic

This dialogue is an exciting opportunity to bring donors and civil society together to discuss priorities and strategies relevant to this region as part of countries’ efforts to meet the global commitments towards women and girls reaffirmed at the recent High Level Meeting on AIDS in June. The  roundtable will provide opportunities for civil society to dialogue with the region’s key donors to discuss challenges and opportunities in relation to current funding mechanisms that address the needs and rights of key affected women and girls in Asia and the Pacific. Beyond borders: the role of regional proposals within the Global Fund model

The session will include presentations by Civil Society PR and will highlight the role of regional grants as a potential mechanism to fill gaps where national activities, for various reasons, fall short. The  session will discuss why this is particularly the case for men who have sex with men (MSM), injecting drug users (IDUs) and mobile populations and how regional grants provide a space and a platform through which the needs of these populations can be addressed that is less politicized and sensitive than the environment at country level.

Post HLM for Civil Society – Our Responsibilities, Our Actions

This interactive session is in two parts: (a) panel presentations, and (b) Q&A/open discussion. Five panelists comprising speakers from civil society, UN agency, key affected populations and national government programme, will present their perspectives on: (1) the anatomy of the HLM outcome document and dissecting what its 'language' means for civil society; (2) UN initiatives post HLM to support the national process; (3) government strategies to strengthen civil society participation and the national response; and (4) community concerns and how they can respond. The interactive approach of this session is to promote active Q&A and open discussion so as to generate informed and practical strategies for civil society to develop action plans for national accountability and effective implementation.

Women Who Use Drugs: Speaking Out

According to UNAIDS, only 10 per cent of the drug using population in East and Southeast Asia are female; but the true number is probably higher. Female drug users contend with double discrimination and an extra burden of invisibility. Many are susceptible to sexual violence, in addition to severe  stigma and discrimination. They face serious health repercussions from drug dependence, but have less access to treatment and health care services than men. This roundtable discussion features female IDU who explain the specific needs of women who use drugs and best practices in providing services to this community.

Successes and challenges in providing HIV prevention, treatment and social protection for migrant workers along the migration continuum

Speakers will talk about initiatives and projects that provide HIV prevention interventions for migrants at the various stages of migration, including predeparture, post-arrival and upon return to their home country. Initiatives presented will discuss how they address gender and reproductive and sexual health among migrants and their families. Policies and other contextual factors that affect the success of initiatives will also be discussed.

Face-to-Face with Drugs – stories behind the photos

Dialogue on the Impact of Antitrafficking Programmes on Sex worker HIV Programming

One of the most significant and growing KAPS are women married to men who have sexual relationships outside their marriage. I hope these women are prominently acknowledged as one of the Key Affected Populations at this conference. This requires a specially tailored approach to appeal to spousal and family responsibilities.

What innovative approaches have been found to reach these women and their spouses whose irresponsible behaviours are responsible for the increasing incidence this KAP?
